JTC 1 Special Working Group on Accessibility (SWG-A) Meeting and PDTR 29138 Parts 1-3 Ballot Resolution Meeting

Update on the progress made by the JTC 1 Special Working Group on Accessibility (SWG-A) at theTokyo meeting in June

We welcome the invitation from G3ict to give an update on the progress made by the JTC 1 Special Working Group on Accessibility (SWG-A) at our Tokyo meeting in June.  For the purpose of informing those who have not been involved with SWG-A, the group is tasked to:
•         gathering user requirements for the field of Information Technology
•         publishing an inventory of all known accessibility standards efforts in that field
•         identifying areas/technologies where accessibility issues are not being addressed
•         providing wide dissemination of SWG materials to all interested parties

Due to the hard work of many contributing participants, the group has produced a set of base document composed of
1.     Information Technology — Accessibility Considerations for People with Disabilities — User Needs Summary (ISO/IEC DTR 29138-1)
2.     Information Technology — Accessibility Considerations for People with Disabilities — Standard Inventory (ISO/IEC DTR 29138-2)
3.     Information Technology — Accessibility Considerations for People with Disabilities — Guidance on User Needs Mapping (ISO/IEC DTR 29138-3)

Upon our Tokyo meeting, we made further refinement to our work based on valuable input and unanimously supported the progression of our improved deliverables for a three month ballot by the JTC 1 Secretariat, a final step prior to publication. 

The Danish, Japanese and Korean member bodies of ISO/IEC JTC 1 provided reports on their national activities in the realm of Accessibility. SWG-A also received reports from ETSI and CEN on their activities in response to the European Accessibility Requirements for Public Procurement of Products and Services in the ICT Domain and from W3C on the activities of the Web Accessibility Initiative. Liaison reports were presented from ITU-T SG 16, TEITAC and IEC TC 100.

SWG-A provided comments to the JTC 1 policy on electronic document distribution using the web and established an adhoc group for handling further correspondence on policies and scoping of accessibility for web sites and content for ISO and IEC work. 

Lastly, Mr. Alex Li was endorsed to be the next Convener of SWG-A.  He will be responsible for promoting the work of SWG-A.

Alex Li is the manager for public accessibility policies and standards at SAP, the largest European software company. His primary responsibility is to represent SAP in addressing global accessibility public policies and accessibility technical standards development. He is responsible for establishing the VPAT process within SAP. He held the position of JTC1 Special Working Group on Accessibility-Task Group 2 chairman and TEITAC liaison. Alex also represents SAP as a member of the W3C Web Accessibility Initiative (WAI) Steering Council and Web Content Accessibility Guidelines Working Group (WCAG WG). Alex has been with SAP for 8 years.

Josée Auber is director of European standards activities for HP, one of the world’s largest IT companies, committed to developing products, services and information that are accessible to everyone. Josée Auber manages HP's involvement in standards organizations and industry consortia. Josée also represents HP in ITU-T, Ecma International, AFNOR and ETSI. A long time participant in JTC 1, Josée has been the ISO/IEC JTC 1 liaison officer to ITU-T since 1999 and held the position of task group leader in JTC 1 Special Working Group on Accessibility. Prior to becoming active in standardization, Josée held various R&D functions in HP, in software and telecommunications.


About ISO/IEC JTC 1 Special Working Group on Accessibility

JTC 1 believes that the work in the area of information communication and technology standardization for accessibility is a major undertaking, encompassing many international, regional and local interests. Additionally, there are significant standards efforts taking place in ISO, IEC, ITU and the national and regional standards bodies as well as various consortia/fora and user groups.
