Overview
G3ict engages across all three sectors of the International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies. Through this engagement, G3ict advances the global adoption of accessible and inclusive ICT policies, standards, and implementation frameworks.
Since 2007, when G3ict established an all‑volunteer delegation to the ITU, the organization has participated actively in multiple ITU Study Groups and Focus Groups to ensure that accessibility is embedded across international ICT standards.
G3ict Membership Across ITU Sectors
G3ict is a civil society member of all three divisions of the International Telecommunication Union:
- ITU‑T (Telecommunication Standardization Sector)
- ITU‑D (Telecommunication Development Sector)
- ITU‑R (Radiocommunication Sector)
This cross‑sector participation enables G3ict to contribute to global standardization, development cooperation, and radiocommunication policy processes that shape the digital environment.
ITU Standardization Work
Role of ITU‑T
The Telecommunication Standardization Sector (ITU‑T) develops international standards—known as ITU‑T Recommendations—that form the backbone of the global ICT infrastructure. Through its Study Groups, ITU‑T brings together experts from governments, industry, academia, and civil society to build consensus on technical standards that ensure global interoperability, reduce costs, support emerging markets, and enable seamless communication across voice, video, and data networks. Learn More: ITU-T Study Groups
Role of ITU‑D
The Telecommunication Development Sector (ITU‑D) supports Member States in advancing inclusive and sustainable digital development. ITU‑D provides policy guidance, capacity‑building, and technical assistance to help countries strengthen their ICT ecosystems, implement international standards, and expand access to digital technologies—particularly in developing and least‑developed regions. Its work bridges global standards with national‑level implementation, promoting equitable digital transformation. Learn More: ITU-D Study Groups
Role of ITU‑R
The Radiocommunication Sector (ITU‑R) manages the international radio‑frequency spectrum and satellite orbits, ensuring their rational, equitable, efficient, and economical use. ITU‑R develops global radiocommunication standards and recommendations that enable reliable wireless communication—from broadcasting and mobile networks to satellite services and emergency communications—supporting the foundation of today’s connected world.
Accessibility in the Development of Standards
In nearly 20 years, G3ict has actively contributed to ITU Study Groups and Focus Groups to advance accessibility in international ICT standards. Guided by the principles of the Convention on the Rights of Persons with Disabilities (CRPD), G3ict works with ITU‑T, ITU‑D, and cross‑sector coordination mechanisms to promote the systematic integration of accessibility requirements into global standardization processes.
This engagement helps ensure that emerging technologies, regulatory frameworks, and national implementation efforts reflect the needs and rights of persons with disabilities.

Impact of G3ict’s Work on Standards
Contributions to ITU Standardization
ITU standardization work is built on member contributions through consensus.
Technical Reports, Technical Standards, and Global Recommendations are developed collaboratively.
G3ict’s delegation has played a significant role in advancing accessibility within ITU standards.
- Some standards were proposed directly by G3ict.
- Others were shaped through contributions from G3ict delegates.
