Scope & Role
The Division leads G3ict’s institutional engagement across the UN system, regional bodies, national governments, civil society, and the private sector. Its purpose is to advance digital accessibility worldwide by promoting implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and supporting effective policy, standards, and governance frameworks.

Core Activities — In Depth
Policy & Standards Leadership
UN System Work
G3ict engages with UN bodies and processes where CRPD principles inform policy development, reporting, and program design. This includes participation in the Conference of States Parties (COSP) to the CRPD, collaboration with UN entities on accessibility‑related initiatives, and contributions to multistakeholder forums on digital governance and inclusive development. G3ict holds ECOSOC consultative status, is accredited to COSP, and participates in the Civil Society Steering Committee that informs COSP agendas.
International Standards Organizations
CRPD Article 9 underscores the importance of standards in achieving accessibility. G3ict collaborates with international and regional standards bodies (ITU, W3C, ISO, ETSI) to support the development, harmonization, and adoption of accessibility‑related standards across sectors. G3ict maintains a permanent Delegation to the ITU, contributing to Study Groups and Focus Groups to ensure accessibility is embedded in international standards consistent with the CRPD.
EU Program & the EAA (Implemented by IAAP)
As a regional organization that has ratified the CRPD, the European Union reflects accessibility requirements in legislation such as the European Accessibility Act (EAA). G3ict and IAAP support stakeholders in understanding how the EAA translates CRPD principles into enforceable obligations through guidance, Q&A resources, and training. Implemented by IAAP, this work complements G3ict’s global policy initiatives by providing specialized support for organizations operating in or engaging with the European market.

DASH Advisory Council
Launched in 2024, the Digital Accessibility Standardization and Policy Harmonization (DASH) Advisory Council is a multistakeholder forum focused on advancing the implementation of Article 9 (Accessibility) of the CRPD.
Contributed policy input to the Pact for the Future, AI Advisory Body Interim Report, and the Global Digital Compact (GDC), where accessibility‑related provisions were included in the final text adopted by the UN General Assembly in 2024.

Benchmarking & Data
DARE Index
Evidence‑based insights are central to G3ict's mission:
- Since 2008, G3ict has partnered with Disabled People’s International to produce global benchmarking data.
- In 2018, G3ict launched the Digital Accessibility Rights Evaluation Index (DARE Index).
- The DARE Index 2020 (2nd edition) remains the most comprehensive global dataset of ICT accessibility across 137 countries.
- A revised DARE Index 3.0 is forthcoming in Spring 2026.

Knowledge Sharing
Convenings
Since 2006, G3ict has co‑organized or contributed to more than 250 awareness‑raising programs in collaboration with UN entities, regional bodies, and standards organizations.
DARE Resource Guide
An expanded successor to the "e‑Accessibility Toolkit for Policy Makers," the DARE Resource Guide supports policymakers, advocates, and professionals with: Practical strategies, a searchable electronic index, video interviews, and Interactive quizzes.

ITU-G3ict Model Policies on ICT Accessibility
Developed with the ITU Telecommunication Development Bureau (BDT), these model policies support national regulators and policymakers in designing ICT accessibility frameworks across web, mobile, television, public access points, and procurement.

Direct Policy Assistance to Governments
In collaboration with G3ict's Advisory Services, the Division provides direct policy assistance to governments and institutions seeking to develop or modernize their digital accessibility frameworks. Recent collaborations include work with Uzbekistan (2024, World Bank project), Brazil, Egypt, India, Japan, Mexico. Example: collaboration with Egypt’s MCIT and UNESCO to develop a model policy for ICT accessibility in education.
Capacity Building
In-Country Capacity Building Programs
Interactive national seminars bring together government, civil society, and private‑sector stakeholders to align priorities and strengthen implementation of digital accessibility strategies. Delivered in India, South Africa, Mexico, Colombia, Turkey, and the Dominican Republic.
DARE Academy Scholarship Fund
This initiative expands access to accessibility education and certification for students, young professionals, and advocates with disabilities from under‑represented regions, helping build a global pipeline of accessibility leaders. The Fund advances UN Sustainable Development Goal # 4, Target 4.b. Provides access to the CPACC exam and IAAP membership benefits. Graduate testimonials highlight strengthened advocacy, expanded networks, and empowered participation.
