Institutional Advocacy

Scope & Role

G3ict’s Institutional Advocacy Division supports international organizations, in‑country advocates, and public‑ and private‑sector stakeholders in promoting digital accessibility for persons with disabilities and advancing implementation of the Convention on the Rights of Persons with Disabilities (CRPD).

Core activities include:

  • Raising awareness through conferences, seminars, and media relations
  • Benchmarking progress in implementation
  • Delivering programs that strengthen knowledge and collaboration among governments and advocates

Global Policy Leadership

Digital Accessibility Standardization and Policy Harmonization (DASH) Advisory Council

Launched in 2024, the DASH Advisory Council is a multistakeholder initiative advancing the rights of 1.3 billion persons with disabilities to digital inclusion.

  • Fosters dialogue among governments, industry, advocates, and institutions
  • Promotes standards and policy harmonization for existing and emerging technologies, including AI
  • Contributed to the UN Pact for the Future and the Global Digital Compact (GDC), adopted at the Summit of the Future in September 2024, securing essential provisions on ICT accessibility

DASH is positioned as a global forum for practical strategies, partnerships, and advocacy to ensure universal digital accessibility.

Awareness & Engagement

Promoting ICT Accessibility Awareness

Since 2006, G3ict has participated in or jointly organized more than 200 awareness‑raising programs for States Parties to the CRPD and key stakeholders, in cooperation with:

  • UNDESA, ITU, World Bank, UNESCO, UNESCAP, UNICEF, UNITAR, WIPO, WHO, ILO, OHCHR
  • Regional organizations such as CTU, OAS, ALECSO, and the European Commission
  • Standards bodies including W3C and ISO
  • The UN Global Compact

G3ict holds Consultative Status with ECOSOC, accreditation to the Conference of States Parties to the CRPD and maintains a permanent delegation at the ITU in Geneva. It also participates in the Civil Society Steering Committee shaping COSP agendas.

Benchmarking & Data

DARE Index

Advocacy for digital accessibility is strengthened by data that highlights gaps and opportunities.

  • Since 2008, G3ict has partnered with Disabled People’s International to provide benchmarking data.
  • In 2018, G3ict launched the Digital Accessibility Rights Evaluation Index (DARE Index), covering 137 countries with profiles on policy, implementation capacity, and ICT accessibility outcomes.
  • The DARE Index 2020 (2nd edition) remains the most comprehensive global source of ICT accessibility data.
  • A revised DARE Index 3.0 is forthcoming in Spring 2026.

DARE Resource Guide

Renamed and expanded from the original e‑Accessibility Toolkit for Policy Makers, the DARE Resource Guide supports policymakers, advocates, and professionals with:

  • Practical strategies
  • Searchable electronic index
  • Video interviews
  • Interactive quizzes

Model Policies

In collaboration with the ITU Telecommunication Development Bureau (BDT), G3ict has published Model Policies on ICT Accessibility covering web, mobile, and television. These serve as tools for national policymakers and regulators to design ICT accessibility frameworks and prioritize implementation.

Program & Advisory Support

Capacity Building Programs

G3ict facilitates cooperation at the country level by delivering interactive seminars that align governments, advocates, and the private sector around ICT accessibility priorities. Programs have been held in India, South Africa, Mexico, Colombia, Turkey, and the Dominican Republic.


Advisory Support to Governments

G3ict provides resources and direct policy assistance to governments worldwide, including Brazil, Egypt, India, Japan, and Mexico. Example: collaboration with Egypt’s MCIT and UNESCO to develop a model policy for ICT accessibility in education.


Digital Accessibility Rights Education (DARE) Academy

Launched at UN COSP14, the DARE Academy strengthens Member States’ commitment to digital accessibility by fostering knowledge sharing and advocacy.

Goals include:

  • Ensuring authentic representation of persons with disabilities in global ICT accessibility efforts
  • Addressing implementation gaps identified by the DARE Index
  • Creating collaboration channels for inclusive ICT laws and policies
  • Promoting equal opportunities for grassroots advocates

Innovation

NeuroAbilities

NeuroAbilities is G3ict’s dedicated program to explore the current state of assistive solutions based on advanced Neurotechnologies, Brain-Computer Interfaces (BCI) and Artificial Intelligence (AI) enabling persons with disabilities and older persons to better interact with their environment.

The NeuroAbilities initial research program was made possible by a grant from the Patrick J. McGovern Foundation, scientific and programmatic support offered by the National Center for Adaptive Neurotechnologies, and the technical support contributed by the International Association of Accessibility Professionals.
